The FIFA statutes provide a separation between strategic oversight and executive, operational and administrative functions.

The Congress is FIFA’s supreme and legislative body. The Council is the strategic and oversight body, and the general secretariat is the executive, operational and administrative body of FIFA. The standing committees advise and assist the Council and the general secretariat in fulfilling their duties, while the independent committees conduct their activities and perform their duties entirely independently but always in the interest of FIFA and in accordance with the Statutes and regulations of FIFA.

FIFA’s seven standing committees report to the FIFA Council, advising and assisting the Council in their respective fields of function. The composition and structure, including qualification and number of members fulfilling independence criteria as well as the specific duties and powers of the individual committees, shall be stipulated in the FIFA Governance Regulations. The Appeal, Disciplinary and Ethics Committees are FIFA’s judicial bodies and are three of FIFA’s four independent committees. The three judicial bodies are to be composed in such a way that the members have the knowledge, abilities and specialist experience that is necessary for the due completion of their tasks. The chairperson, deputy chairperson and members of the committees shall fulfil the independence criteria as defined by the FIFA Governance Regulations. They are elected by the FIFA Congress to terms lasting four years, for a maximum of three terms. Governance, Audit and Compliance Committee

The FIFA Governance, Audit and Compliance Committee is one of FIFA’s four independent committees. In accordance with FIFA Statutes and the FIFA Governance Regulations, the Committee shall establish a Review Committee, a Compensation Sub-Committee, and a Human Rights and Social Responsibility Sub-Committee. According to article 49 of the FIFA Statutes, the FIFA Governance, Audit and Compliance Committee advises, assists and oversees the Council in monitoring FIFA’s financial, governance and compliance matters, and monitors compliance with the FIFA Governance Regulations. The chairperson, deputy chairperson and members of the Governance, Audit and Compliance Committee are elected by the Congress. Their terms last four years, beginning at the end of the Congress which has elected them, with a maximum of three cycles. The chairperson, deputy chairperson and other members of the Governance, Audit and Compliance Committee may only be relieved of their duties by the Congress.
